About the project

The Government Transportation Commission approved a detailed Action Plan to implement the BAM and Trans-Siberian Mainline development project on 30 December 2014.

The development of the infrastructure of the Baikal-Amur Mainline and the Trans-Siberian Mainline is essential to revealing the potential of Russia’s eastern territories, developing new mineral fields, modernising the industrial base of the regions of Siberia and the Far East, expanding foreign economic relations and strengthening Russia’s status as a key link in the continental transportation system.

Project effectiveness

The project has a high level of efficiency for the budget of the Russian Federation. The discounted payback period during which state support is provided in the amount of RUB 260.2 bln is 20 years. Total receipts to the budget of the Russian Federation are expected to be RUB 486 bln over 30 years, including RUB 108 bln to the regional budgets of the constituent entities of the Far Eastern Federal District. The project will make it possible to transport additional planned freight of major Russian companies (up to 66 mln tonnes per year), will contribute to the development of the region’s industrial enterprises, create new jobs and form the necessary economic conditions for the effective and sustainable development of Siberia and the Far East.

Development of the Eastern operating domain provides prospects for long-term growth

The project will provide the ability to handle an additional roughly 66 mln tonnes of shipment volume per year on behalf of the following shippers: Tuva Energy Industrial Corporation, Siberian Coal Energy Company, MMC Norilsk Nickel, Kolmar MC, Bashkir Generating company, Evraz, MMC Timir, Mechel and others.

Experts estimate the project will ensure orders for domestic industry in the amount of approximately RUB 200 bln and also create an additional roughly 40,000 jobs during the construction stage.
